About Heritage Unlimited

Specialist heritage consultants. Nothing else!

Heritage Unlimited works only on listed buildings, conservation areas and historic sites. Every project is led by a heritage professional, not a planning team treating heritage as one workstream among many.

The practice was founded by Paul Clarke in 2018 and now works with private owners, developers, architects and local authorities across the United Kingdom. The work is unified by a single discipline: heritage, from heritage statements and listed building consent applications to conservation management plans and impact assessments.

Director

Paul Clarke

Heritage consultant. Director of Heritage Unlimited.

Paul founded Heritage Unlimited after a career inside the planning system that gave him an unusually direct view of how heritage decisions are actually made. As a former conservation officer at Essex County Council, he spent years on the receiving end of listed building consent applications, heritage statements and conservation arguments. That experience shapes how the practice works today: every document is written with the planning officer who will read it firmly in mind.

Paul holds a First-Class BA(Hons) in Architectural Conservation and the ABBE Level 3 accreditation in Energy Efficiency for Older and Traditional Buildings, a discipline that increasingly sits at the centre of heritage work as net-zero requirements meet listed-building protections. He has been published by SAVE Britain’s Heritage and has lectured on conservation practice. His work on heritage advocacy was recognised with the Heritage Angel Award, a national award acknowledging individual contribution to the heritage sector.

Paul personally leads or oversees every project the practice takes on. Clients across London, Essex, Kent and beyond engage Heritage Unlimited specifically because Paul remains the named consultant on the work, not a partner who hands the file to a junior team. The trade-off is conscious: the practice deliberately stays small enough that every brief crosses his desk.

Outside the practice, Paul continues to serve as an independent consultant to local authorities on conservation policy, and contributes to the wider heritage sector through publication, speaking and advocacy work. Heritage Unlimited’s ongoing relationship with bodies including Essex County Council, Tonbridge & Malling Council, Oxfordshire County Council and Witham Town Council reflects this position at the intersection of private practice and public-sector heritage management.

How we work

Three principles, plainly stated.

One specialism, properly resourced

Heritage is the only field the practice works in. Every project is handled by someone who has spent their career in that field, not by a planning team treating heritage as one workstream among many. The consequence is depth.

Documents written for the reader

Heritage statements, listed building consent applications and impact assessments are read by planning and conservation officers who decide them. Paul spent years as one of those officers. The documents we produce are written with that reader in mind from the first sentence.

Clear scope, clear cost

We tell you what’s involved, what it costs, and how long it takes before you commit. Most enquiries receive an outline approach and indicative price within 24 hours. No scope creep, no surprises.

Public sector clients

Trusted by local authorities.

Heritage Unlimited is engaged directly by local authorities and public bodies on the same heritage assessments, conservation area appraisals and policy advice that private clients submit to those authorities. The relationships set out below are ongoing or recent.

i.

Essex County Council

Heritage advice and conservation policy support for one of the largest and most heritage-dense counties in the East of England.

ii.

Tonbridge & Malling Council

Heritage assessments and advice across a Kent district that includes substantial Grade I and II* listed building stock.

iii.

Oxfordshire County Council

Heritage support to the planning and conservation function across Oxfordshire’s substantial historic environment.

iv.

Witham Town Council

Locally-focused heritage advice for a town with significant medieval and post-medieval listed building stock.
